Rregullorja IPA II ka hyr\u00eb n\u00eb fuqi me 16 mars 2014 dhe \u00ebsht\u00eb e zbatueshme deri ne fund t\u00eb 2020. Rregullorja IPA II Plot\u00ebsohet me Rregulloren e P\u00ebrbashk\u00ebt Zbatuese (CIR), e cila \u00ebsht\u00eb nj\u00eb grup i rregullave dhe procedurave t\u00eb thjeshtuara dhe t\u00eb harmonizuara t\u00eb zbatimit p\u00ebr t\u00eb gjitha instrumentet e veprimit t\u00eb jasht\u00ebm. Disa nga dispozitat e (CIR) mbi financimin e shteteve t\u00eb&nbsp;Ballkanit&nbsp;Per\u00ebndimor&nbsp;do t\u00eb rregullohen p\u00ebrmes Instrumentit t\u00eb Fqinj\u00ebsis\u00eb, Zhvillimit dhe Bashk\u00ebpunimit Nd\u00ebrkomb\u00ebtar (NDICI).
