Hulumtimi u financua\nnga Agjencia Suedeze p\u00ebr Bashk\u00ebpunim dhe Zhvillim Nd\u00ebrkomb\u00ebtar. <\/p>\n\n\n\n<p>Hulumtimi \u00ebsht\u00eb\nkryer n\u00eb vitin 2019 n\u00eb t\u00eb gjasht\u00eb vendet e Ballkanit Per\u00ebndimor me nj\u00eb\nmetodologji t\u00eb p\u00ebrzier, me k\u00ebrkime nga zyra, k\u00ebrkesa p\u00ebr t\u00eb dh\u00ebna si dhe\nintervista me <strong>71 donator\u00eb <\/strong>e <strong>241 OShCG<\/strong>. Hulumtimi v\u00eb n\u00eb pah se mjedisi i financimit n\u00eb BP\nmbetet&nbsp;i&nbsp;<strong>fragmentuar<\/strong>&nbsp;me\nnj\u00eb boll\u00ebk t\u00eb donator\u00ebve t\u00eb angazhuar, mir\u00ebpo rrall\u00eb her\u00eb t\u00eb koordinuar.&nbsp;\nShumica e fondeve q\u00eb&nbsp;OSHCG-t\u00eb mor\u00ebn nga viti 2014 deri n\u00eb mesin e vitit\n2019&nbsp;<strong>buronin nga organizatat\nmultilaterale<\/strong>&nbsp;(&gt;21%)&nbsp;<strong>dhe\nato bilaterale<\/strong>&nbsp;(&gt;24%). Duke p\u00ebrfshir\u00eb kontributin n\u00eb ligje\nt\u00eb reja, politika, ngritje t\u00eb vet\u00ebdijes si dhe n\u00eb ofrimin e sh\u00ebrbimeve\nthelb\u00ebsore p\u00ebr ata m\u00eb n\u00eb nevoj\u00eb.<\/li><li>16% e OShCG-ve n\u00eb\nKosov\u00eb nuk kan\u00eb pasur asnj\u00ebher\u00eb financim; ato punojn\u00eb n\u00eb baza vullnetare. <\/li><li>86%&nbsp; e tyre raportuan se kishin periudha n\u00eb t\u00eb\ncilat nuk kishin fonde t\u00eb mjaftueshme.<\/li><li>Individ\u00ebt dhe\nbizneset ofrojn\u00eb pak fonde p\u00ebr OSHC-t\u00eb n\u00eb Ballkanin Per\u00ebndimor; ndryshimi i\nkorniz\u00ebs ligjore mund t\u00eb mund\u00ebsonte q\u00eb individ\u00ebt dhe bizneset t\u00eb japin m\u00eb\nshum\u00eb.<\/li><li>Krahasuar me\nqeverit\u00eb e rajonit, Qeveria e Kosov\u00ebs dha m\u00eb shum\u00eb fonde p\u00ebr OShCG-t\u00eb, gj\u00eb e\ncila pjes\u00ebrisht u atribuohet p\u00ebrpjekjeve p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar njohurit\u00eb dhe\npraktikat e p\u00ebrdorimit t\u00eb buxhetimit t\u00eb p\u00ebrgjegjsh\u00ebm gjinor n\u00eb sektor\u00eb t\u00eb\nndrysh\u00ebm. Sidoqoft\u00eb, financimi i qeveris\u00eb nuk \u00ebsht\u00eb as i mjaftuesh\u00ebm dhe as i\nq\u00ebndruesh\u00ebm, duke e v\u00ebn\u00eb k\u00ebshtu n\u00eb rrezik q\u00ebndrueshm\u00ebrin\u00eb e OShCG-ve.<\/li><li>Si\u00e7 u shpreh nj\u00eb i\nanketuar, \u201cFondet afatgjata, ve\u00e7an\u00ebrisht nga ambasadat dhe qeveria do t\u00eb ishin\nideale, sepse jan\u00eb m\u00eb t\u00eb sigurta.\u201d <\/li><li>Raporti arrin n\u00eb\np\u00ebrfundimin se p\u00ebr t\u00eb siguruar fonde t\u00eb q\u00ebndrueshme afatgjata p\u00ebr grupe t\u00eb\npavarura t\u00eb t\u00eb drejtave t\u00eb grave, nevojitet dialog i m\u00ebtejsh\u00ebm nd\u00ebrmjet\ndonator\u00ebve, ve\u00e7an\u00ebrisht me qeverin\u00eb.
