N\u00eb fakt, p\u00ebrdoret aq shpesh dhe definohet aq rrall\u00eb, saq\u00eb un\u00eb personalisht kisha shum\u00eb v\u00ebshtir\u00ebsi p\u00ebr ta kuptuar n\u00eb vitin 2013 kur pata hasur n\u00eb t\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb. Tani, pas shtat\u00eb viteve pun\u00eb me Rrjetin e Grave t\u00eb Kosov\u00ebs (RrGK) mbi tem\u00ebn e BPGj-s\u00eb, kam ardhur n\u00eb p\u00ebrfundim se termi definohet rrall\u00eb sepse ka munges\u00eb t\u00eb njohurive se \u00e7far\u00eb \u00ebsht\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb, si dhe keqkuptime t\u00eb p\u00ebrhapura gjer\u00ebsisht mbi BPGJ-n\u00eb si term dhe si koncept. N\u00eb vitin 2013, fillova bashk\u00ebpunimin me RrGK. Kur Igballe Rogova, Drejtorja Ekzekutive e RrGK-s\u00eb dhe Nicole Farnsworth, Drejtorja e Programit n\u00eb RrGK m\u00eb than\u00eb se do t\u00eb trajnohesha p\u00ebr t\u00eb punuar me BPGj, mendoja se ai ishte nj\u00eb lloj mekanizmi q\u00eb shp\u00ebrndan\u00eb fonde p\u00ebr gra. Epo, isha plot\u00ebsisht gabim dhe rezulton se shum\u00eb prej koleg\u00ebve t\u00eb mi ndajn\u00eb po t\u00eb nj\u00ebjtat keqkuptime. Vendosa t\u00eb shkruaj k\u00ebt\u00eb artikull p\u00ebr t\u00eb treguar p\u00ebrvojat e mia me BPGj, p\u00ebr t\u00eb sqaruar disa nga keqkuptimet e zakonshme si dhe p\u00ebr t\u00eb treguar pikat e r\u00ebnd\u00ebsishme t\u00eb cilat i ka sjell\u00eb puna e RrGK-s\u00eb.<\/p>\n\n\n\n<p><strong>\u00c7far\u00eb \u00ebsht\u00eb buxhetimi i p\u00ebrgjegjsh\u00ebm gjinor?<\/strong><\/p>\n\n\n\n<p><strong><em>Procesi i integrimit t\u00eb     perspektiv\u00ebs gjinore n\u00eb fazat e planifikimit, zbatimit dhe monitorimit t\u00eb     buxhetit quhet BPGJ. BPGj \u00ebsht\u00eb mjet p\u00ebr     t\u00eb siguruar barazin\u00eb gjinore n\u00eb shoq\u00ebri. <\/em><\/strong><em> <\/em>       <\/p>\n\n\n\n<p>Le t\u00eb fillojm\u00eb duke theksuar se, p\u00ebrkund\u00ebr bindjes t\u00eb p\u00ebrgjithshme, buxhetet qeveritare <strong>nuk <\/strong>jan\u00eb neutrale sa i p\u00ebrket aspektit gjinor, dhe grat\u00eb e burrat nuk p\u00ebrfitojn\u00eb automatikisht prej tyre n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb. P\u00ebr shkak t\u00eb rrethanave t\u00eb tyre t\u00eb ndryshme sociale dhe ekonomike, grat\u00eb dhe burrat kan\u00eb nevoja dhe prioritete t\u00eb ndryshme. <\/p>\n\n\n\n<p><strong><em>BPGj&nbsp;&nbsp;&nbsp;&nbsp; nuk&nbsp;&nbsp;&nbsp;&nbsp; k\u00ebrkon&nbsp;&nbsp;&nbsp;&nbsp; linj\u00eb&nbsp;&nbsp;&nbsp;&nbsp; t\u00eb&nbsp;&nbsp;&nbsp;&nbsp; ve\u00e7ant\u00eb     buxhetore p\u00ebr barazin\u00eb gjinore.     BPGj nuk&nbsp; k\u00ebrkon&nbsp; fonde     shtes\u00eb.     Nga BPGj nuk     p\u00ebrfitojn\u00eb vet\u00ebm grat\u00eb dhe vajzat.     BPGj nuk     k\u00ebrkon fonde shtes\u00eb p\u00ebr Zyrtar\u00ebt p\u00ebr Barazi Gjinore.     BPGj mund t\u00eb zbatohet n\u00eb t\u00eb gjitha linjat     buxhetore, p\u00ebrfshir\u00eb investimet kapitale.  <\/em><\/strong>    <\/p>\n\n\n\n<p>Qeverit\u00eb&nbsp;&nbsp; jan\u00eb&nbsp;&nbsp; p\u00ebrgjegj\u00ebse&nbsp;&nbsp; t\u00eb&nbsp;&nbsp; sigurojn\u00eb&nbsp;&nbsp; q\u00eb nevojat dhe prioritetet e ndryshme t\u00eb grave dhe burrave trajtohen p\u00ebrmes ndarjeve buxhetore. Supozimi i gabuar se buxhetet e qeveris\u00eb jan\u00eb neutrale nga aspekti gjinor mund t\u00eb \u00e7oj\u00eb n\u00eb p\u00ebrforcimin e pabarazive ekzistuese. K\u00ebtu hyn n\u00eb loj\u00eb BPGj. Duke analizuar nevojat dhe prioritetet e ndryshme t\u00eb grave dhe burrave, BPGj siguron perspektiv\u00eb gjinore gjat\u00eb gjith\u00eb ciklit t\u00eb planifikimit, zbatimit, monitorimit dhe vler\u00ebsimit t\u00eb buxheteve qeveritare. BPGj mund t\u00eb integrohet n\u00eb t\u00eb gjitha kategorit\u00eb ekonomike, duke p\u00ebrfshir\u00eb pagat, mallrat dhe sh\u00ebrbimet, subvencionet dhe transferet, madje edhe investimet kapitale. P\u00ebr sa koh\u00eb q\u00eb ka analiz\u00eb t\u00eb thell\u00eb gjinore, BPGj mund t\u00eb integrohet n\u00eb t\u00eb gjitha shpenzimet qeveritare.<\/p>\n\n\n\n<p>BPGj mbetet nj\u00eb koncept shum\u00eb i keqkuptuar. P\u00ebr shembull, shpesh besohet se BPGj k\u00ebrkon nj\u00eb linj\u00eb t\u00eb ve\u00e7ant\u00eb buxhetore p\u00ebr grat\u00eb. Kjo \u00ebsht\u00eb e pasakt\u00eb; BPGj k\u00ebrkon q\u00eb fondet t\u00eb shpenzohen nd\u00ebrmjet grave, burrave, djemve dhe vajzave duke adresuar nevojat e ve\u00e7anta t\u00eb secilit grup. P\u00ebr m\u00eb tep\u00ebr, BPGj nuk k\u00ebrkon thjesht nj\u00eb linj\u00eb buxhetore p\u00ebr Zyrtar\u00ebt e Barazis\u00eb Gjinore ose Grupin e Grave Deputete. Sigurimi i fondeve p\u00ebr aktivitetet e k\u00ebtyre dy entiteteve \u00ebsht\u00eb shum\u00eb  i r\u00ebnd\u00ebsish\u00ebm, por BPGj ka t\u00eb b\u00ebj\u00eb me integrimin e perspektiv\u00ebs gjinore n\u00eb t\u00eb gjitha kategorit\u00eb ekonomike dhe shkon mbi dhe p\u00ebrtej thjesht sigurimit t\u00eb nj\u00eb linje buxhetore shtes\u00eb. P\u00ebr m\u00eb tep\u00ebr, BPGj <strong>nuk <\/strong>k\u00ebrkon domosdoshm\u00ebrisht fonde shtes\u00eb nga Komuna. Pavar\u00ebsisht nga financat e komun\u00ebs\/qeveris\u00eb p\u00ebr nj\u00eb vit t\u00eb caktuar fiskal, ato t\u00eb gjitha mund t\u00eb shpenzohen n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrgjegjshme gjinore. BPGj k\u00ebrkon q\u00eb nevojat e ndryshme t\u00eb burrave dhe grave t\u00eb konsiderohen gjat\u00eb fazave t\u00eb buxhetit n\u00eb t\u00eb gjitha kategorit\u00eb ekonomike dhe t\u00eb gjitha linjat buxhetore.<\/p>\n\n\n\n<p><strong><em>P\u00ebrmes     Ligjit nr. 05\/L-020, BPGj \u00ebsht\u00eb b\u00ebr\u00eb i detyruesh\u00ebm p\u00ebr t\u00eb gjitha     institucionet publike n\u00eb Kosov\u00eb, p\u00ebrfshir\u00eb komunat, ministrit\u00eb dhe     organizatat e tjera. buxhetore<\/em><\/strong>.       <\/p>\n\n\n\n<p>BPGj ende nuk \u00ebsht\u00eb institucionalizuar plot\u00ebsisht n\u00eb Kosov\u00eb. Megjithat\u00eb, shtat\u00eb vitet e fundit kan\u00eb treguar shum\u00eb arritje dhe suksese. N\u00eb vitin 2014, Rrjeti i Grave t\u00eb Kosov\u00ebs s\u00eb bashku me <em>Deutsche Gesellschaft fuer Internationale Zusammenarbet <\/em>(GIZ) lobuan n\u00eb Ministrin\u00eb e Financave drejt institucionalizimit t\u00eb BPGj-s\u00eb. Q\u00eb nga viti 2014, Qarkoret Buxhetore q\u00eb publikohen \u00e7do vit nga Ministria si udh\u00ebzime p\u00ebr m\u00ebnyr\u00ebn se si komunat dhe ministrit\u00eb duhet t\u00eb planifikojn\u00eb buxhetet, p\u00ebrfshijn\u00eb udh\u00ebzime edhe p\u00ebr BPGj-n\u00eb. K\u00ebto udh\u00ebzime jan\u00eb t\u00eb detyrueshme dhe t\u00eb gjitha organizatat buxhetore duhet t\u00eb japin informacione mbi p\u00ebrfituesit aktual\u00eb dhe t\u00eb planifikuar t\u00eb shpenzimeve, t\u00eb ndara sipas gjinis\u00eb. Edhe pse kjo n\u00eb vetvete nuk \u00ebsht\u00eb institucionalizim i BPGj-s\u00eb, \u00ebsht\u00eb nj\u00eb hap i r\u00ebnd\u00ebsish\u00ebm n\u00eb rrug\u00ebn e gjat\u00eb dhe me kthesa t\u00eb institucionalizimit t\u00eb BPGj-s\u00eb. <\/p>\n\n\n\n<p>Nj\u00eb proces i gjat\u00eb avokimi nga Rrjeti i Grave t\u00eb Kosov\u00ebs, Agjencia p\u00ebr Barazi Gjinore (ABGj) dhe partner\u00eb t\u00eb tjer\u00eb \u00e7uan q\u00eb BPGj t\u00eb b\u00ebhet detyrim ligjor p\u00ebr t\u00eb gjitha institucionet publike n\u00eb Kosov\u00eb n\u00eb vitin 2015. Institucionet at\u00ebher\u00eb u p\u00ebrball\u00ebn me nj\u00eb detyrim ligjor t\u00eb ri, mir\u00ebpo me kapacitete t\u00eb vogla t\u00eb brendshme se si ta zbatojn\u00eb at\u00eb. Me burimet e tyre t\u00eb kufizuara, RrGK u ofroi mb\u00ebshtetje direkte disa institucioneve lokale dhe qendrore se si t\u00eb zbatojn\u00eb k\u00ebrkesat e reja ligjore t\u00eb BPGj. RrGK u ofroi mb\u00ebshtetje direkte, nd\u00ebr t\u00eb tjera, Ministris\u00eb s\u00eb Pun\u00ebs dhe Mir\u00ebqenies Sociale, Ministris\u00eb s\u00eb Arsimit, Ministris\u00eb s\u00eb Tregtis\u00eb dhe Industris\u00eb, Ministris\u00eb s\u00eb Mjedisit dhe Planifikimit Hap\u00ebsinor, Ministris\u00eb s\u00eb Bujq\u00ebsis\u00eb, Pylltaris\u00eb dhe Zhvillimit Rural, Ministris\u00eb s\u00eb Diaspor\u00ebs dhe komunave t\u00eb Kamenic\u00ebs, Gjakov\u00ebs, Hani t\u00eb Elezit dhe Prishtin\u00ebs. Kjo \u00ebsht\u00eb b\u00ebr\u00eb p\u00ebrmes mb\u00ebshtetjes nga partner\u00ebt, ve\u00e7an\u00ebrisht nga Agjencia Austriake p\u00ebr Zhvillim (ADA) dhe USAID. Nd\u00ebr t\u00eb tjera, RrGK ofroi udh\u00ebzime dhe rekomandime konkrete mbi at\u00eb se si t\u00eb zbatohet BPGj, por gjithashtu ofroi trajnime p\u00ebr zyrtar\u00ebt.<\/p>\n\n\n\n<p>Ky program trajnimi p\u00ebr BPGj m\u00eb von\u00eb u konsiderua si praktik\u00eb e mir\u00eb\nnga Instituti i Kosov\u00ebs p\u00ebr Administrat\u00eb Publike (IKAP) dhe ABGj. IKAP ka\nvazhduar me trajnime p\u00ebr zyrtar\u00ebt publik\u00eb, duke p\u00ebrdorur programin e trajnimit\nt\u00eb RrGK-s\u00eb p\u00ebr BPGj.<\/p>\n\n\n\n<p>ABGJ dhe Ministria e Financave kan\u00eb vazhduar pun\u00ebn e tyre bazuar n\u00eb arritjet\ne m\u00ebparshme, duke hartuar nj\u00eb koncept p\u00ebr institucionalizimin m\u00eb t\u00eb mir\u00eb t\u00eb BPGj n\u00eb Kosov\u00eb. N\u00ebse miratohet, kjo mund\nt\u00eb krijoj\u00eb nj\u00eb m\u00ebnyr\u00eb m\u00eb t\u00eb qart\u00eb p\u00ebr t\u00eb siguruar q\u00eb t\u00eb gjitha institucionet\nzbatojn\u00eb rregullisht BPGj-n\u00eb, duke kontribuar k\u00ebshtu n\u00eb shpenzime m\u00eb t\u00eb mira, t\u00eb barabarta, bazuar n\u00eb nevoja\nkonkrete, dhe m\u00eb transparente p\u00ebr grat\u00eb dhe burrat n\u00eb Kosov\u00eb.<\/p>\n\n\n\n<p>At\u00ebher\u00eb, \u00e7far\u00eb\nkemi m\u00ebsuar deri m\u00eb tani? Kemi m\u00ebsuar se institucionalizimi i plot\u00eb i BPGj-s\u00eb\nnuk \u00ebsht\u00eb detyr\u00eb e leht\u00eb. Mungesa e t\u00eb dh\u00ebnave t\u00eb ndara sipas gjinis\u00eb, mungesa\ne vullnetit politik dhe mungesa e kapaciteteve t\u00eb brendshme p\u00ebr analizat\ngjinore jan\u00eb vet\u00ebm disa nga v\u00ebshtir\u00ebsit\u00eb q\u00eb vazhdojn\u00eb t\u00eb minojn\u00eb\ninstitucionalizimin e plot\u00eb t\u00eb BPGj-s\u00eb n\u00eb Kosov\u00eb.
