Indikatori 5.c.1 i\nSDG-ve (Q\u00ebllimet p\u00ebr Zhvillim t\u00eb Q\u00ebndruesh\u00ebm) mbi buxhetimin e p\u00ebrgjegjsh\u00ebm\ngjinor p\u00ebrfshin: \u201cp\u00ebrqindjen e shteteve me sisteme p\u00ebr t\u00eb gjurmuar dhe krijuar\nalokime publike p\u00ebr barazin\u00eb gjinore dhe fuqizimin e grave\u201d. Kjo p\u00ebrmbledhje e\npolitikave p\u00ebrdor metodologjin\u00eb e UN \u00cbomen q\u00eb vler\u00ebson tri kritere kryesore: i)\nsynimin e qeveris\u00eb p\u00ebr t\u00eb adresuar barazin\u00eb gjinore duke identifikuar n\u00ebse\npolitikat, programet dhe burimet\/buxhetet e tilla jan\u00eb n\u00eb fuqi; ii) n\u00ebse\nSistemi i Menaxhimit t\u00eb Financave Publike promovon q\u00ebllime q\u00eb lidhen me gjinin\u00eb\nose me p\u00ebrgjegj\u00ebsi gjinore; dhe, iii) n\u00ebse mekanizmat p\u00ebr ndarjen e burimeve\npublike ekzistojn\u00eb p\u00ebr t\u00eb rritur llogaridh\u00ebnien publike. <\/p>\n\n\n\n<p>N\u00eb lidhje me kriterin e par\u00eb, t\u00eb gjeturat p\u00ebrfshijn\u00eb q\u00eb Kosova ka programe\nose politika t\u00eb qeveris\u00eb q\u00eb jan\u00eb t\u00eb dizajnuara p\u00ebr t\u00eb adresuar q\u00ebllimet e\nidentifikuara mir\u00eb t\u00eb barazis\u00eb gjinore si dhe ekzistojn\u00eb procedura p\u00ebr t\u00eb\nsiguruar q\u00eb k\u00ebto burime t\u00eb zbatohen sipas buxhetit. Megjithat\u00eb, programet ose\npolitikat nuk kan\u00eb burime t\u00eb mjaftueshme t\u00eb ndara brenda buxhetit p\u00ebr t\u00eb\np\u00ebrmbushur objektivat e tyre t\u00eb p\u00ebrgjithshme dhe q\u00ebllimet e tyre p\u00ebr barazi\ngjinore. <\/p>\n\n\n\n<p>N\u00eb lidhje me kriterin e dyt\u00eb, t\u00eb gjeturat p\u00ebrfshijn\u00eb q\u00eb Ministra e\nFinancave e b\u00ebn l\u00ebshimin e qarkoreve ose direktivave q\u00eb japin udh\u00ebzime\nspecifike p\u00ebr ndarjet e buxhetit t\u00eb p\u00ebrgjegjsh\u00ebm gjinor, si dhe programet dhe\npolitikat kryesore, t\u00eb propozuara p\u00ebr p\u00ebrfshirje n\u00eb buxhet, i n\u00ebnshtrohen nj\u00eb\nvler\u00ebsimi <em>ex-ante<\/em> t\u00eb ndikimit gjinor. Megjithat\u00eb, qeveria, nuk parasheh,\nn\u00eb kontekstin e buxhetit, nj\u00eb deklarat\u00eb t\u00eb qart\u00eb t\u00eb q\u00ebllimeve t\u00eb lidhura me\nbarazin\u00eb gjinore, t\u00eb njohura shpesh si deklarata t\u00eb buxhetit gjinor. P\u00ebr m\u00eb tep\u00ebr,\nstatistika dhe t\u00eb dh\u00ebna t\u00eb ndara sipas gjinis\u00eb nuk p\u00ebrdoren n\u00eb m\u00ebnyr\u00eb\nsistematike n\u00eb programet dhe politikat kryesore q\u00eb t\u00eb informojn\u00eb vendimet e\npolitikave t\u00eb lidhura me buxhetin. Po ashtu, nuk ka parakushte p\u00ebr t\u00eb zbatuar\nnj\u00eb perspektiv\u00eb gjinore n\u00eb kontekstin e p\u00ebrcaktimit t\u00eb objektivave t\u00eb\np\u00ebrformanc\u00ebs n\u00eb lidhje me buxhetin. N\u00eb Kosov\u00eb, programet dhe politikat ky\u00e7e nuk\ni n\u00ebnshtrohen vler\u00ebsimit <em>ex-post<\/em> t\u00eb ndikimit gjinor dhe buxheti si i\nt\u00ebr\u00eb nuk i n\u00ebnshtrohet nj\u00eb auditimi t\u00eb pavarur p\u00ebr t\u00eb vler\u00ebsuar shkall\u00ebn n\u00eb t\u00eb\ncil\u00ebn promovohen politika t\u00eb p\u00ebrgjegjshme gjinore.<\/p>\n\n\n\n<p>N\u00eb lidhje me kriterin e tret\u00eb, t\u00eb gjeturat p\u00ebrfshijn\u00eb q\u00eb informacioni mbi\nndarjet e barazis\u00eb gjinore nuk \u00ebsht\u00eb publikuar n\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb qasshme, n\u00eb koh\u00ebn\ne duhur dhe n\u00eb format leht\u00ebsisht t\u00eb kuptuesh\u00ebm n\u00eb faqen e Ministris\u00eb s\u00eb\nFinancave dhe\/ose buletinet zyrtare p\u00ebrkat\u00ebse ose njoftimet publike.<\/p>\n\n\n\n<p><strong>Rekomadimet specifike p\u00ebr t\u00eb siguruar progresin n\u00eb zbatimin e k\u00ebtij indikatori, p\u00ebrfshijn\u00eb: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>nj\u00eb ndryshim n\u00eb sistem t\u00eb buxhetit t\u00eb tanish\u00ebm n\u00eb Kosov\u00eb\nt\u00eb linjave buxhetore dhe kategorive ekonomike tek nj\u00eb nj\u00eb sistem i buxhetimit\nprogramatik, i cili do ta leht\u00ebsonte p\u00ebrdorimin sistematik t\u00eb BPGj dhe\nbuxhetimin e performanc\u00ebs; <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>qeveria duhet t\u00eb p\u00ebrdor\u00eb buxhetimin me tregues t\u00eb\nperformanc\u00ebs n\u00eb lidhje me barazin\u00eb gjinore p\u00ebr sektor\u00eb dhe kode t\u00eb ndryshme\nbuxhetore, p\u00ebr t\u00eb demonstruar progresin m\u00eb qart\u00ebsisht; statistikat dhe t\u00eb\ndh\u00ebnat e ndara sipas gjinis\u00eb duhet t\u00eb krijohen, mir\u00ebmbahen dhe p\u00ebrdoren n\u00eb\nm\u00ebnyr\u00eb sistematike q\u00eb t\u00eb informojn\u00eb vendimet e politikave, nga t\u00eb gjitha\norganizatat buxhetore n\u00eb nivel qendror dhe lokal; <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>t\u00eb gjitha programet dhe politikat ky\u00e7e duhet t\u2019i n\u00ebnshtrohen vler\u00ebsimeve <em>ex-ante<\/em> dhe <em>ex-post<\/em> t\u00eb ndikimit gjinor; Komisioni Parlamentar p\u00ebr Buxhet dhe Transfere, dhe Komisioni p\u00ebr t\u00eb Drejtat e Njeriut, Barazi Gjinore, p\u00ebr Persona t\u00eb Pagjetur dhe Peticione duhet t\u00eb bashk\u00ebpunojn\u00eb p\u00ebr t\u00eb organizuar d\u00ebgjime publike p\u00ebr t\u00eb informuar finalizmin e tij; <\/li><li>Ministria e Financave n\u00eb bashk\u00ebpunim t\u00eb ngusht\u00eb me Agjencin\u00eb p\u00ebr Barazi Gjinore duhet t\u00eb draftoj\u00eb dhe t\u00eb siguroj\u00eb Deklarat\u00ebn e Buxhetit Gjinor p\u00ebr \u00e7do Ligj t\u00eb Buxhetit t\u00eb propozuar dhe adaptuar \u00e7do vit; <\/li><li>Zyra Komb\u00ebtare e Auditimit duhet t\u00eb publikoj\u00eb analiza t\u00eb buxhetit prej nj\u00eb perspektive gjinore t\u00eb pakt\u00ebn nj\u00eb her\u00eb n\u00eb pes\u00eb vjet, por idealisht \u00e7do vit; komunat duhet t\u00eb ofrojn\u00eb informata me koh\u00eb mbi ndarjet buxhetore dhe shpenzimet p\u00ebr barazi gjinore; dhe, <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>informacioni buxhetor mbi alokimet dhe shpenzimet per\nbarazi gjinore duhet t\u00eb jet\u00eb publik dhe i qassh\u00ebm n\u00eb faqen e Ministris\u00eb s\u00eb\nFinancave, n\u00eb koh\u00eb dhe n\u00eb nj\u00eb m\u00ebnyr\u00eb leht\u00ebsisht t\u00eb kuptueshme. <\/li><\/ul>\n\n\n\n<p>P\u00ebr m\u00eb shum\u00eb detaje, ju lutem lexojeni shkrimin e plot\u00eb <a href=\"https:\/\/womensnetwork.org\/sq\/publications\/monitorimi-i-zbatimit-te-indikatorit-5-c-1-buxhetimit-gjinore-te-sdg-se-ne-kosove\/\">K\u00cbTU<\/a>.<\/p>\n\n\n\n<p>Ky publikim \u00ebsht\u00eb n\u00eb kuad\u00ebr t\u00eb Rrjetit t\u00eb Mbik\u00ebqyr\u00ebsve t\u00eb Buxheteve\nGjinore, me organizatat partnere nga Shqip\u00ebria, Maqedonia, Mali i Zi, Bosnia\ndhe Hercegovina, Moldavia, dhe Serbia, q\u00eb kan\u00eb nd\u00ebrmarre k\u00ebt\u00eb nism\u00eb si nj\u00eb\niniciativ\u00eb t\u00eb p\u00ebrbashk\u00ebt mbi buxhetimin e p\u00ebrgjegjsh\u00ebm gjinor, mb\u00ebshtetur nga\nAgjencia Austriake p\u00ebr Zhvillim (ADA) me bashk\u00eb-financim nga Sida.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rrjeti i Grave t\u00eb Kosov\u00ebs, si pjes\u00eb e Rrjetit t\u00eb Mbik\u00ebqyr\u00ebsve t\u00eb Buxheteve Gjinore, publikoi p\u00ebrmbledhjen e politikave m\u00eb t\u00eb fundit mbi \u201cMonitorimin e zbatimit t\u00eb indikatorit 5.c.1 t\u00eb SDG-s\u00eb n\u00eb Kosov\u00eb\u201d p\u00ebr 2019.
