Ekzistojn\u00eb \u00e7\u00ebshtje t\u00eb ndryshme n\u00eb lidhje me t\u00eb drejtat e pushimit, ve\u00e7an\u00ebrisht leja prind\u00ebrore, e at\u00ebsise dhe e kujdestar\u00ebve.<\/li><li>Edhe pse nd\u00ebrgjegj\u00ebsimi se diskriminimi me baz\u00eb gjinore \u00ebsht\u00eb i paligjsh\u00ebm duket se \u00ebsht\u00eb p\u00ebrmir\u00ebsuar pak, shum\u00eb njer\u00ebz ende nuk din\u00eb se ku dhe si ta raportojn\u00eb at\u00eb.<\/li><li>Diskriminimi me baz\u00eb gjinore lidhur me pun\u00ebsimin ka mbetur i p\u00ebrhapur n\u00eb BP, duke p\u00ebrfshir\u00eb pun\u00ebsimin, ngritjen n\u00eb detyr\u00eb, pag\u00ebn, kontratat, t\u00eb drejtat e shtatz\u00ebnis\u00eb dhe lejen e lehonis\u00eb, t\u00eb at\u00ebsis\u00eb dhe ngacmimet seksuale n\u00eb pun\u00eb.<\/li><li>Personat LGBTQI+, grat\u00eb me aft\u00ebsi t\u00eb kufizuara dhe grat\u00eb nga grupet e pakicave etnike raportuan se u p\u00ebrballen me diskriminim t\u00eb shum\u00ebfisht\u00eb, nd\u00ebrsektorial.<\/li><li>\u2022Pak njer\u00ebz raportuan diskriminim me baz\u00eb gjinore p\u00ebr shkak t\u00eb vet\u00ebdijes s\u00eb ul\u00ebt se si ta raportojn\u00eb at\u00eb; munges\u00ebs s\u00eb besimit n\u00eb institucione; shqet\u00ebsimit nga stigmatizimi; frik\u00ebs nga humbja e pun\u00ebs ose forma tjera viktimizimi; dhe p\u00ebr shkak t\u00eb drejt\u00ebsis\u00eb s\u00eb vonuar e shpesh t\u00eb shtrenjt\u00eb ose procedurave t\u00eb tjera.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"854\" height=\"445\" src=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/Foto-5.jpg\" alt=\"\" class=\"wp-image-3354453\" srcset=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/Foto-5.jpg 854w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/Foto-5-300x156.jpg 300w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/Foto-5-768x400.jpg 768w\" sizes=\"(max-width: 854px) 100vw, 854px\" \/><\/figure>\n\n\n\n<p>Sipas raportit, institucionet e BP-s\u00eb nuk ruajn\u00eb t\u00eb dh\u00ebna adekuate t\u00eb ndara sipas gjinis\u00eb p\u00ebr rastet e raportuara t\u00eb diskriminimit lidhur me pun\u00ebsimin me baz\u00eb gjinore.<\/p>\n\n\n\n<p>Njohurit\u00eb e inspektor\u00ebve t\u00eb pun\u00ebs n\u00eb lidhje me diskriminimin me baz\u00eb gjinore mbesin t\u00eb ul\u00ebta n\u00eb t\u00eb gjith\u00eb rajonin.<\/p>\n\n\n\n<p>Meqen\u00ebse pak raste jan\u00eb raportuar n\u00eb institucionet p\u00ebrkat\u00ebse, edhe m\u00eb tej pak institucione kan\u00eb p\u00ebrvoj\u00eb n\u00eb trajtimin e rasteve t\u00eb diskriminimit me baz\u00eb gjinore. Megjithat\u00eb, Nisma e Koalicionit t\u00eb lartp\u00ebrmendur ka shtuar numrin e rasteve t\u00eb trajtuara nga institucionet dhe ka sjell\u00eb drejt\u00ebsi p\u00ebr disa gra t\u00eb cilave u jan\u00eb shkelur t\u00eb drejtat.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/foto-4-1-1024x768.jpg\" alt=\"\" class=\"wp-image-3354456\" srcset=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/foto-4-1-1024x768.jpg 1024w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/foto-4-1-300x225.jpg 300w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/foto-4-1-768x576.jpg 768w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/foto-4-1-1536x1152.jpg 1536w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/foto-4-1-265x200.jpg 265w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2022\/05\/foto-4-1.jpg 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, monitorimi rajonal sugjeron se ende ka vonesa nga gjykatat n\u00eb trajtimin e \u00e7\u00ebshtjeve, dhe gjendja \u00ebsht\u00eb r\u00ebnduar gjate pandemis\u00eb COVID-19. Ombudsperson\u00ebt dhe Komisioner\u00ebt p\u00ebr Mbrojtjen nga Diskriminimi (n\u00eb vendet ku ata ekzistojn\u00eb) priren t\u00eb ken\u00eb njohuri p\u00ebr k\u00ebto \u00e7\u00ebshtje dhe puna e tyre p\u00ebr t\u00eb trajtuar diskriminimin me baz\u00eb gjinore \u00ebsht\u00eb p\u00ebrmir\u00ebsuar.<\/p>\n\n\n\n<p>Rekomandimet kryesore p\u00ebrfshijn\u00eb:<\/p>\n\n\n\n<p><strong>P\u00ebr BE-n\u00eb<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>T\u00eb k\u00ebrkohet zbatimi i reformave institucionale p\u00ebr t\u00eb adresuar diskriminimin me baz\u00eb gjinore n\u00eb pun\u00ebsim si kusht i procesit t\u00eb an\u00ebtar\u00ebsimit n\u00eb BE.<\/li><li>T\u00eb monitorohen reformat duke p\u00ebrdorur nj\u00eb qasje t\u00eb standardizuar n\u00eb t\u00eb gjith\u00eb vendet, n\u00ebp\u00ebrmjet raporteve t\u00eb shteteve p\u00ebrkat\u00ebse.<\/li><li>T\u00eb inkurajohen dhe mb\u00ebshteten t\u00eb gjitha vendet n\u00eb harmonizimin e kuadrit t\u00eb tyre ligjor me Direktiv\u00ebn e BE-s\u00eb p\u00ebr Balancin Pun\u00eb-Jet\u00eb.<\/li><li>T\u00eb vazhdohet konsultimi dhe mb\u00ebshtetja e OSHC-ve, ve\u00e7an\u00ebrisht n\u00eb reformat ligjore, nd\u00ebrgjegj\u00ebsimin, ofrimin e ndihm\u00ebs juridike dhe rrjedhimisht monitorimin e performanc\u00ebs institucionale.<\/li><\/ul>\n\n\n\n<p><strong>P\u00ebr Institucionet P\u00ebrgjegj\u00ebse<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>T\u00eb harmonizohet legjislacioni komb\u00ebtar me Direktiv\u00ebn e BE-s\u00eb p\u00ebr Balancin Pun\u00eb- Jet\u00eb, mes ndryshimeve t\u00eb tjera t\u00eb nevojshme t\u00eb p\u00ebrshkruara n\u00eb raport.<\/li><li>T\u00eb p\u00ebrmir\u00ebsohet mbledhja e t\u00eb dh\u00ebnave, duke siguruar q\u00eb t\u00eb gjitha t\u00eb dh\u00ebnat t\u00eb ndahen sipas gjinis\u00eb s\u00eb viktim\u00ebs\/ave, autorit\/\u00ebve t\u00eb supozuar, vendndodhjes dhe form\u00ebs s\u00eb diskriminimit. T\u00eb publikohen rregullisht t\u00eb dh\u00ebnat.<\/li><li>T\u00eb sigurohet trajnimi i detyruesh\u00ebm dhe i institucionalizuar p\u00ebr zyrtar\u00ebt p\u00ebrgjegj\u00ebs p\u00ebr barazin\u00eb gjinore dhe transformimin e normave gjinore; p\u00ebr kuadrin ligjor p\u00ebr diskriminimin me baz\u00eb gjinore n\u00eb pun\u00eb dhe referime; dhe format e diskriminimit me baz\u00eb gjinore, ve\u00e7an\u00ebrisht ngacmimi seksual.<\/li><li>T\u00eb p\u00ebrmir\u00ebsohet bashk\u00ebpunimi nd\u00ebrmjet institucioneve dhe me OSHC-t\u00eb p\u00ebr t\u00eb drejtat e grave, duke p\u00ebrfshir\u00eb nd\u00ebrgjegj\u00ebsimin e p\u00ebrbashk\u00ebt p\u00ebr m\u00ebnyr\u00ebn e raportimit t\u00eb diskriminimit dhe p\u00ebrmir\u00ebsimin e besimit t\u00eb publikut tek institucionet.<\/li><\/ul>\n\n\n\n<p>N\u00eb fjalimin e saj hyr\u00ebs, Michela Matuella, Ushtruese e Detyr\u00ebs s\u00eb Drejtoresh\u00ebs s\u00eb Ballkanit Per\u00ebndimor n\u00eb Drejtorin\u00eb e P\u00ebrgjithshme p\u00ebr Fqinj\u00ebsin\u00eb dhe Negociatat e Zgjerimit (DG NEAR) n\u00eb Komisionin Evropian (KE) tha: \u201cOSHC-t\u00eb luajn\u00eb rol thelb\u00ebsor n\u00eb \u00e7uarjen p\u00ebrpara t\u00eb k\u00ebtyre \u00e7\u00ebshtjeve, dhe d\u00ebshmi e k\u00ebsaj \u00ebsht\u00eb raporti i publikuar sot.
