Key stakeholders participated, including Edi Gusia from the Agency for Gender Equality (AGE) in the Office of the Prime Minister who spoke about important allocations for gender equality and the urgency of institutionalising gender budgeting; Salvador Elmazi, Budget Director from the Ministry of Finance, Labour and Transfers (MFLT) who emphasized that gender budgeting is a legal obligation and requested within budget circulars; Sazan Ibrahimi, Director of the Association of Municipalities of Kosovo; and municipal officials who showcased best practices in Kamenica and Gjakova. The event was hosted by Vlora Nushi, Head of UN Women in Kosovo, supported by Sida. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2021\/09\/viber_image_2021-09-03_14-11-48-101-1024x768.jpg\" alt=\"\" class=\"wp-image-3351161\" srcset=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2021\/09\/viber_image_2021-09-03_14-11-48-101-1024x768.jpg 1024w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2021\/09\/viber_image_2021-09-03_14-11-48-101-300x225.jpg 300w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2021\/09\/viber_image_2021-09-03_14-11-48-101-768x576.jpg 768w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2021\/09\/viber_image_2021-09-03_14-11-48-101-265x200.jpg 265w, https:\/\/womensnetwork.org\/wp-content\/uploads\/2021\/09\/viber_image_2021-09-03_14-11-48-101.jpg 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>On behalf of KWN, Nicole Farnsworth presented key recommendations that\nhave arisen from <a href=\"https:\/\/womensnetwork.org\/publications\/the-pandemic-knows-no-gender-2\/\">KWN\u2019s <\/a>research and monitoring of institutions\u2019\nimplementation of their <a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=10923\">legal<\/a> obligations related to implementing\ngender-responsive budgeting in Kosovo. KWN\u2019s main recommendations included: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>AGE\nand MFLT must urgently finalize the draft Concept Document for\nGender-responsive Budgeting in Kosovo, introducing it systematically into\nKosovo\u2019s public finance management system as obligatory. <\/li><li>Municipalities\nshould undertake gender analyses, as per the <a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=10923\">Law<\/a> on Gender Equality, <a href=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2018\/10\/20170428114117535.pdf\">best prac<\/a>tices in\ngender-responsive budgeting, and budget circulars. They should use these to inform budget planning\nand implementation, establishing objectives and indicators towards furthering\ngender equality in every sector. This is not relevant only to a budget line for\ngender equality officers or shelters, though these are important. Additionally,\nfurthering gender equality must be integrated into <em>every<\/em> sector,\nincluding the environment, transport, sports, culture, and infrastructure\ninvestments, among others. <a href=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2018\/10\/20170428114117535.pdf\">KWN\u2019s Practical Guide<\/a> explains how this is possible.<\/li><li>MFLT\nneeds to better control budget proposals, ensuring budget organizations submit\nthe requested gender-responsive budgeting annex and that it is of sufficient\nquality. They can turn back budget requests if the annex is not submitted or\ndone properly. <\/li><li>Municipalities\nneed to budget for furthering the capacities of finance officers in\ngender-responsive budgeting by allocating funds for officers to attend the\nalready-established training curriculum on this provided by the Kosovo\nInstitute for Public Administration (KIPA). This should be followed by\nmentoring during the budget process until officers fully understand how to\nundertake gender-responsive budgeting. <\/li><\/ul>\n\n\n\n<p>Based on\nits research, KWN has made several <strong>other recommendations for municipalities\nto consider for their 2022 budgets<\/strong>, towards furthering gender equality,\navailable <a href=\"https:\/\/womensnetwork.org\/recommendations-for-public-consultations-on-municipal-budget-allocations-for-2022\/\">here<\/a>. <\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; KWN has been engaged in\ngender-responsive budgeting since 2011, including supporting KIPA and AGE in\ndeveloping the curriculum on gender-responsive budgeting.
