Gender Equality: At the Centre of IT…and Beyond

This publication analyses the relations between digitalisation and gender equality in Kosovo
using a new model.

Digitalisation affects a broad range of sectors, including rule of law, social services, education,
employment and labour, business and trade, agriculture, environment protection, energy and
climate change, healthcare, media and communications. This publication aims to identify how
digitalisation policies and programmes impact diverse women and men, and provides
recommendations for making these more gender responsive.

The Kosovo Womens Network (KWN) designed and used a gender-responsive inclusive digital
transformation model, adapted from the United Nations Development Programme, to analyse
gender inclusion across various sectors and dimensions.

The publication highlights the lack of gender analysis in Kosovo and suggests that it could help
address existing inequalities, improve laws and public policies, and support the country’s digital
transformation in line with European Union requirements.

The publication was co-financed by the European Union (EU) and Sweden, conducted as part
of the EQUAPRO Coalitions efforts to support the EU In preparing gender analyses to inform
work in diverse sectors. This report sought to inform the Government of Kosovos ongoing
efforts towards digitalisation.
