149 civil society organizations and partners, including the Kosovo Women’s Network with its 142 member organizations, partners, based on an analysis of the Draft Law on the 2025 Budget, have identified significant gaps affecting the promotion of gender equality according to the legal framework.

We recommend the allocation of resources to strengthen support for gender equality officers, services for survivors of violence, and increased assistance for persons with disabilities.

An inclusive budgetary approach is essential to addressing the diverse needs of women and men in Kosovo and meeting Kosovo’s legal and international obligations regarding gender equality.
