Introduction

The project Institutionalizing Quality Rehabilitation and Reintegration Services for Violence Survivors II aims to enhance sustainable support mechanisms for gender-based violence (GBV) survivors by institutionalizing quality rehabilitation and reintegration services. It is funded by the Austrian Development Agency with funds of Austrian Development Cooperation.

Background

The Kosovo Women’s Network (KWN) is a network of diverse women’s rights organizations in Kosovo, dedicated to supporting, protecting, and promoting the rights and interests of women and girls across the country, regardless of their political or religious beliefs, age, education level, sexual orientation, or abilities. KWN fulfils its mission through experience-sharing, partnerships and networking, research, advocacy, and various services.

Addressing gender-based violence, particularly violence against women, has been and remains a core pillar of KWN’s 2023-2026 Strategy. With 20 years of experience in addressing GBV, KWN has extensive legal expertise, policy development skills, and institutional engagement experience. The network also has a strong background in advocacy, networking, capacity building (training and mentoring), research, media outreach and awareness campaigns.

Additionally, KWN has supported women and their families in strategic litigation cases, particularly in instances where institutions have failed in their responsibilities. KWN provides legal assistance through an engaged attorney, who has successfully represented survivors of gender-based violence, ensuring their rights are protected.

In 2022, KWN, in collaboration with the Ministry of Finance, Labor, and Transfers – Department of Social and Family Policies (DSFP) and with the support of the Austrian Development Agency, developed training curricula and materials and conducted a Training of Trainers (ToT) on “Working with Victims of Domestic Violence: Treatment and Referral”. Through this program, 13 trainers were certified.

Objective

The goal of these workshops is to strengthen the capacities of the social workers, which work with victims of gender-based violence, domestic violence, and human trafficking. To achieve this objective, KWN seeks to engage a Regional Expert to provide training on “Working with Victims of Domestic Violence: Treatment and Referral”.

Duties and Responsibilities

The key responsibilities of the expert will include:

  • Designing the training agenda, methodology and tools for effective training of social workers, based on Kosovo’s legal framework, international best practices, and the existing curricula in close consultation with KWN and relevant officials;
  • Reviewing KWN and officials’ feedback on the draft curricula and revising as necessary;
  • Leading 30 trainings in different municipalities of Kosovo;
  • Developing pre- and post-tests for participants to assess knowledge gained;
  • Maintaining a neutral and professional approach throughout the training;
  • Compiling a short report on the conducted trainings, outlining findings and recommendations for KWN and the government’s future actions;
  • Reviewing KWN’s feedback on the submitted report and making necessary adjustments;
  • Participating in discussions with KWN representatives regarding the overall outcomes of the process.

The planned workdays:

The expert is expected to work a total of thirty (30) workdays within the period from 16 June 2025 to December 30, 2026, including 27 training and mentoring days, including 2 preparation days, 0.75 days for drafting the report, and 0.25 days for addressing KWN comments.

Requirements and qualifications:

  • Postgraduate or master’s degree or equivalent work experience in social work, psychology, law, or other relevant fields.
  • At least 5 years’ experience delivering similar professional training.
  • Effective presentation skills and flexibility to adapt to audiences from diverse backgrounds.
  • Excellent group facilitation skills and the ability to use strategies that encourage active participation and collaborative approaches among group members.
  • Excellent coordination, communication, and organizational skills.
  • Knowledge of the context in Kosovo, and practical work experience in Kosovo.
  • Fluency in Albania is required. Knowledge of Serbian will be considered an asset.

  • A brief description of the proposed approach to the tasks listed above (one page);
  • Contact information for at least three references;
  • The proposed gross daily rate in Euros, in line with previous rates that can be independently verified for similar work performed by the expert.

Interested and qualified experts should be aware that KWN is a non-profit organization that requests offers in line with local daily rates.
